Systems Under Open-Internet Pressure¶
Implementations OIR tracks for design, governance, and legal exposure — privacy-preserving networks, messaging systems, and related technology records. These are not a product directory; they are systems where censorship resistance, encryption, moderation, and state pressure become concrete.
Organization records (ORG-*) and technology records (TECH-*) both appear here when OIR documents the system as an open-internet pressure point.
Anonymous and Censorship-Resistant Networks¶
ORG-TOR-PROJECT: Tor Project — nonprofit developing onion-routing tools for anonymous communication.TECH-HYPHANET: Hyphanet (formerly Freenet) — censorship-resistant peer-to-peer publishing network; later added Web of Trust spam resistance after unmoderated forums were disrupted.TECH-GNUNET: GNUnet — Free Software stack for secure, decentralized, privacy-preserving networking, including namespace/trust responses to keyword spam.

ORG-SIGNAL: Signal — nonprofit-associated encrypted messaging service and protocol family.ORG-TELEGRAM: Telegram — messaging platform documented in OIR for government pressure over moderation, encryption access, and alleged facilitation of unlawful activity.TECH-PGP: Pretty Good Privacy (PGP) — foundational civilian encryption software whose 1991 distribution led to a closed U.S. criminal export investigation.
Privacy Tech Under Sanctions or Seizure Pressure¶
TECH-GRAPHENEOS: GrapheneOS — privacy- and security-focused mobile OS documented in OIR for duress-wipe features raised in border-search / device-seizure proceedings.TECH-TORNADO-CASH: Tornado Cash — open-source Ethereum mixer protocol subject to OFAC designation litigation and developer criminal cases.TECH-SAMOURAI-WALLET: Samourai Wallet — Bitcoin privacy wallet whose co-founders pled guilty in 2025 to conspiracy involving a money transmitting business that transmitted crime proceeds.
